That's right, because Guiliani was the one doing the poking. Give me a break and cut out the "stormtroopers on orders" routine.
And it's pretty clear now that Abu Ghraib was more "night-shift stupidity" than a top down leadership deficiency.
Quoting from the report: "No approved procedures called for or allowed the kinds of abuse that in fact occurred. There is no evidence of a policy of abuse promulgated by senior officials or military authorities."
